He also cites a new report from Forrester's William Martorelli which discusses the convergence. In the analysis, Martorelli says SOA -- in the form of a layered service-delivery architecture -- can isolate BPO vendors from the complexity of customer environments. "Ultimately, vendor investments in this enabling platform will make BPO vendors better suppliers, and understanding BPO's importance will make customers better BPO consumers," Martorelli said. James says that Martorelli needed to say more about "decision automation," however. He notes that there is a requirement for an external and updateable business rules engine, and that "the rules must be exposed in a way that allows the customer of the BPO provider to manage the rules. The critical capability is that the customer can continue to control the rules, even while the BPO runs the process."
